SUSPENSION OF THE SYSTEM OF CONTINUING REGISTRATION OF VOTERS AND VALIDATION OF REGISTRATION RECORDS IN THE AUTONOMOUS REGION IN MUSLIM MINDANAO (ARMM)

WHEREAS, Section 52 of the Omnibus Election Code specifically states that the Commission (COMELEC) shall be exclusive charge of the enforcement and administration of all laws relative to the conduct of elections for the purpose of ensuring free, orderly and honest elections;

WHEREAS, Section 39 of the Republic Act No. 8189 provides for the annulment of any Book of Voters that is not prepared in accordance with the provisions of the Act or was prepared through fraud, bribery, forgery, impersonation, intimidation, force or  any similar irregularity, or which contains data that are statistically improbable;

WHEREAS, through Joint Resolution of the House of Representative and Senate of the Philippines, granting the COMELEC to carry out its mandate of ensuring an honest and credible election by initiating the annulment of the Book of Voters in the Autonomous Region in Muslim Mindanao and to immediately conduct new general registration of voters in the said Region;

NOW THEREFORE, pursuant to the powers vested in it by the Constitution, the Omnibus Election Code, Republic Act No. 8189, Joint Resolution of the House of Representative and Senate of the Philippines and other related election laws, the Commission on Elections has RESOLVED, as it hereby RESOLVES, to suspend the conduct of the system of continuing registration of voters and validation of registration records in the Autonomous Region in Muslim Mindanao effective on June 4, 2012 for the conferment of the conduct of general registration in the said Region from July 9, 2012 to July 18, 2012.

RESOLVED further, with the assistance from the Regional Election Director and their respective Provincial Election Supervisor, all Election Officers/Acting Election Officers in the cities and municipalities of the ARMM are hereby directed to post immediately the notice of suspension of the registration of voters in the bulletin boards of the city/municipal hall and in the Office of the Election Officers and furnish copy thereof to all political parties and citizen’s arm existing in their respective city/municipality.

Let the Deputy Executive Director for Operations and Election and Barangay Affairs Department implement this Resolution.
