| Rationale: | Only registrants whose biometrics (i.e. photograph, fingerprints and signature) have been digitally captured by the COMELEC's Voter's Registration machine (VRM) /Data Capture Machine (DCM) during application will be issued a voter's ID card.
Registered voters before 2003 cannot be issued a Voter's ID because the old registration system did not have biometrics capability. |

| Validation in 2003: |
Registered voters who applied for the validation of their registration records by having their biometrics captured in 2003, but still have not received their voter's ID up to now, most probably had a data mismatch error during the comparison of their old and new registration data. These data errors are supposed to be verified and corrected by your local COMELEC office. These voters are advised to check with their local COMELEC office, or send an e-mail to the COMELEC main office , regarding the availability of their Voter's ID. Should the biometrics be not available in the registration record or should there have been data mismatch errors, the Voter's ID cannot be printed. Therefore, the concerned voters are advised to wait for the resumption of validation procedures to be announced by the COMELEC. The resumption of the system of continuing registration on December 2, 2008 does not include validation procedures. |

The status of printing of the voter's ID may also be verified by sending an e-mail to voters_id@comelec.gov.ph with the following information:

If you use the Precinct Finder facility in this website, and find that your registration record has biometrics, then expect to receive a Voter's ID. If not, no voter's ID can be issued and you would still have to wait for COMELEC to allow the validation of existing registration records with biometrics capture. |
