Resolution No. 9668
GENERATION AND PRINTING OF SUPPLEMENTAL ELECTION DAY COMPUTERIZED VOTERS LIST (S/EDCVL) FOR: (1) BEIS REACTIVATED REGISTRATION RECORDS AND (2) VOTERS WITH APPROVED RECONSTITUTION OR REINSTATEMENT OF RECORDS FOR PURPOSES OF MAY 13, 2013 NATIONAL, LOCAL AND ARMM ELECTIONS

WHEREAS, the Philippine Constitution upholds and protects the right of suffrage of every qualified voter in any political exercises;
WHEREAS, the Information Technology Department (ITD) had already completed the generation and printing of the Election Day Computerized Voters Lists (EDCVLs) and 99% had already been deployed to the different cities and municipalities nationwide;
WHEREAS, in Resolution No. 9650 dated February 28, 2013, the Commission En Banc resolved to activate the registration records of public school teachers who will serve as members of the Board of Election Inspectors (BEIs) but whose registration records were deactivated in connection with the May 13, 2013 National, Local and ARMM Elections;
WHEREAS, based on the numerous reports and requests for reinstatement from the Offices of the Election Officers (OEOs) after the finalization and submission of the nationwide Projects of Precincts and back-up databases, there were voters registration records that were inadvertently deleted in the database either for failure to vote in two (2) consecutive elections or by reason of death or corrupted database, when in fact said voters actually voted in the previous elections and personally appeared before the OEOs or whose applications for registrations were duly approved by the Election Registration Board (ERB);
WHEREAS, based on the consolidated reports from the Election Officers (EOs) the total number of BEIs whose records are to be reactivated pursuant to Resolution No. 9650, voters whose records are to be reinstated pursuant to Minute Resolution 12-1147, and voters for reactivation/reinstatement of records that were inadvertently deactivated/deleted/corrupted data is Five Thousand Two Hundred Seventy Two (5,272);
WHEREAS, the reinstatement of inadvertently deleted or reconstitution of corrupted registration records (demographics and biometrics data) will restore the voters registration status in the Voter’s Registration Machines database as “ACTIVE VOTERS” and their names will be included in the generation and printing of computerized list of voters to be certified by the members of the ERB as official documents to be used for voting purposes;
WHEREAS, there is a need to include the names of voters, whose registration records were reinstated/reconstituted/reactivated pursuant to Minute Resolution No. 12-1147 and Resolution No. 9650 in the EDCVL in order not to disenfranchise them in the forthcoming May 13, 2013 National, Local and ARMM;
WHEREAS, in a Memorandum dated February 27, 2013, ITD advised EBAD that changes in the database would mean re-generating and re-printing of the EDCVL which may result in the delay in the schedule of printing and shipping of the said lists;
WHEREAS, in order not to delay the printing and deployment of the EDCVL, Supplemental Election Day Computerized Voters Lists (S/EDCVLs) shall be prepared to enlist the voters with reinstated/reconstituted/reactivated registration records pursuant to Minute Resolution No. 12-1147 and Resolution No. 9650;
NOW THEREFORE, the Commission on Elections, by virtue of the powers vested in it by the Constitution, the Omnibus Election Code, and other election laws, has RESOLVED, as it hereby RESOLVES, to allow the generation and printing of Supplemental Election Day Computerized Voters Lists (S/EDCVLs) by the Information Technology Department for voters with reinstated/reconstituted or reactivated registration records pursuant to Minute Resolution No. 12-1147 and Resolution No. 9650, provided that the following requirements were received by the Election and Barangay Affairs Department on or before April 15, 2013, to wit:
- Memorandum from the Election Officer requesting for the reactivation and reinstatement of the name/s of the voter/s whose registration records were inadvertently deactivated/deleted/corrupted in the database;
- Summary list of the affected voters in excel format; and
- Photocopies of the Voter’s Registration Records and/or Election Day Computerized Voters Lists showing the fact of voting in the immediate preceding elections or ERB approval of applications.
Considering that the traditional voters’ turnout is only 74.99%, no additional allocation shall be provided notwithstanding the printing of the Supplemental Election Day Computerized Voters Lists (S/EDCVLs).
Let the Election and Barangay Affairs Department and Information Technology Department implement this Resolution.
