The Commission on Elections,  through its Regional Bids and Awards Committee (RBAC), invites  suppliers/distributors to apply for eligibility and to bid for the hereunder project:

REDO V Office Furniture and Fixtures and Allied Projects

Location:

Regional Center Site, Rawis, Legazpi City

Approved Budget for the Contract:

Seven Million Eight Hundred Sixty Six Thousand One Hundred Six Pesos and Six Centavos (Php 7,866,106.06)

Delivery Period:

Ten (10) days upon receipt of Purchase Order


Prospective bidders should have  an experience in undertaking a similar project within the last two (2) years with an amount of at least 50% of the proposed project for bidding. The  Eligibility Check as well as the preliminary Examination of Bids shall use non-discretionary "pass/fail" criteria. The bidder with the Lowest Calculated  Bid (LCB) shall advance to the post-qualification stage in order to finally  determine responsiveness of the bid to technical and financial requirements of  the project. The contract shall be awarded to the bidder with the Lowest  Calculated and Responsive Bid (LCRB).

All particulars relative to  Eligibility Requirements, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract  shall be governed by the pertinent provisions of R.A. 9184 and its Implementing  Rules and Regulation (IRR).

Monday to Friday from 8:00 a.m. to 5:00    p.m.

August 8, 2012 9:00 a.m.

  1. Submission of Application for Eligibility and to Bid and Opening of Bids

August 20, 2012 2:00 p.m.


A complete set of Bidding  Documents may be obtained from the address below and upon presentation of  downloaded IAEB for this procurement from COMELEC website and payment at the Office  of the Regional Election Director (ORED), Regional Center Site, Rawis, Legazpi  City of a non-refundable fee in the amount of Eight Thousand Pesos (Php8,000.00)  and on cash basis. The Bidding documents shall be received personally by the  prospective bidder or its duly authorized representative.

Bids and eligibility requirements  shall be accepted at the venue of the Opening of Bids. All bids must be  accompanied by a bid security in the form of cash, manager’s check/cashier’s  checks payable to the ORED, Regional Center Site, Rawis, Legazpi City amounting  to two per centum (2%) of the Approved Budget for the Contract (ABC) or One  Hundred Fifty Seven Thousand Three Hundred Twenty Two Pesos and Twelve Centavos  (Php157,322.12).

Deadline for submission of bids  shall be on August 20, 2012 at 2:00p.m. Late bids shall not be accepted. Pre-bid conference and opening of Bids shall be conducted at the ORED, Regional Center Site, Rawis, Legazpi City. Bids will be opened in the presence of bidder/s or its authorized-representatives.

The COMELEC reserves the right to  accept or reject any Bid, to annul the Bidding process, and to reject all Bids  at any time prior to the contract award without thereby incurring any liability  to the affected Bidder or Bidders.
