Lease of Warehouse with Configuration Facilities

This Bid Bulletin No. 1 is being issued to clarify, modify and amend items/specifications in the Bidding Documents (Reference No. SBAC 01A – 2012) in response to the clarificatory queries from the prospective bidders in the First Competitive Public Bidding (Reference No. SBAC 001 – 2012) in this Procurement Project and to confirm key issues addressed during the Pre-Bid Conference held on August 14, 2012 at the Project Management Office (PMO) Hall, Commission on Elections (COMELEC), Ground Floor, Palacio del Gobernador Bldg., Intramuros, Manila.
The public is hereby informed that the Approved Budget for the Contract (ABC) for this Procurement Project is increased in the amount of FOUR HUNDRED MILLION PESOS (Php 400,000,000.00) for the period starting OCTOBER 1, 2012 up to DECEMBER 31, 2015, which amount having been made available per the August 14, 2012 Certificate of Availability of Funds (CAF) issued by the COMELEC Finance Services Department to be charged against the allocation for Maintenance and Other Operating Expenses of the FY 2013 Preparatory National and Local Elections Appropriations.
Verily, the Bid security shall be in the following form and amount:

In this regard, the Bidding Documents for the LEASE OF WAREHOUSE WITH CONFIGURATION FACILITIES (Reference No. SBAC 01A – 2012) is available for purchase at the Special Bids and Awards Committee (SBAC) Secretariat Office, COMELEC, 7th Floor, Palacio del Gobernador Bldg., Intramuros, Manila, in the non-refundable amount of TWO HUNDRED THOUSAND PESOS (Php200,000.00), payable in cash or through a Manager’s Check (payable to the Commission on Elections, Intramuros, Manila) at the COMELEC Cash Division.
Bidders who have purchased the bidding documents for the First Competitive Public Bidding (Reference No. SBAC 001 - 2012) in this Procurement Project in the amount of One Hundred Twelve Thousand Pesos (Php 112,000.00) and are still interested to join in this Second Competitive Public Bidding (Reference No. SBAC 01A – 2012) may purchase the Bidding Documents by paying the balance to the Php 200,000.00 cost of said documents in the non-refundable amount of EIGHTY-EIGHT THOUSAND PESOS (Php 88,000.00) in cash or through a Manager’s Check (payable to the Commission on Elections, Intramuros, Manila) at the COMELEC Cash Division;
Provided that said prospective bidder submits a Duly Notarized Manifestation of Intent to Participate in this Second Competitive Public Bidding (Reference No. SBAC 01A – 2012) stating therein the reasons for their non-participation in the First Competitive Public Bidding (Reference No. SBAC 001 - 2012) in this Procurement Project if it did not submit a bid;
Provided further that said prospective bidder submits a certified true copy of the Official Receipt of their purchase of the Bidding Documents in the First Competitive Public Bidding in this Procurement Project (Reference No. SBAC 001 - 2012); and
Provided finally that said prospective bidder presents for verification purposes the original of the Official Receipt of their purchase of the Bidding Documents in the First Competitive Public Bidding (Reference No. SBAC 001 - 2012) in this Procurement Project.
Take due notice that the SBAC will entertain written queries and clarifications (within the period to do so under the Rulesonly from prospective bidders who have purchased the Bidding Documents in this Second Competitive Public Bidding (Reference No. SBAC 01A – 2012).
All terms, conditions and Instructions to Bidders specified in the Bidding Documents inconsistent with this Bid Bulletin are hereby superseded and modified accordingly.
