Lowest Calculated and Responsive Bid for the Various PCOS-Related Consumables (Lot4) for the May 13, 2013 Automated National and Local Elections

After Post-Qualification Evaluation made by the Technical Working Group (TWG) as directed in SBAC Resolution No. 4 and pursuant to Rule X of the Revised Implementing Rules and Regulations of R.A. No. 9184, the SPECIAL BIDS AND AWARDS COMMITTEE (SBAC) hereby APPROVES the September 5, 2012 recommendation of the TWG, a copy of which is hereto attached and made an integral part hereof, and accordingly DECLARES the following bidders to have submitted the LOWEST CALCULATED AND RESPONSIVE BID (LCRB), to wit:

For Lot 4D (Marking Pens) and Lot 4E (Toner), the eligibility documents of subject bidder had been validated and verified, and its compliance with the legal, financial, and technical requirements of the bid had been ascertained.
Please see attached post-qualification sheet for Optimal System Distribution Inc. (Annex C, with attachments) and SPH International Corporation and Advance Paper Corporation for Lot 4D – Marking Pens only (Annex D, with attachments).
However, SPH International Corporation and Advance Paper Corporation is POST-DISQUALIFIED as far as its bid for lot 4C (Thermal Paper) is concerned, for failure to comply with the technical specifications required under the bidding documents. Please see attached Post-Qualification sheet for SPH International Corporation and Advance Paper Corporation Joint Venture (ANNEX D, with attachments).
With SPH International Corporation and Advance Paper Corporation Joint Venture bid declared non-responsive for Lot 4C, the TWG is hereby directed to post-qualify the bidder with the second lowest calculated bid, that is the Consolidated Paper Products, Inc.
The SBAC Secretariat is hereby directed to furnish copies of this Resolution to the above-named bidders which have been declared to have tendered the LOWEST CALCULATED AND RESPONSIVE BID as well as to the bidder which has been declared post-disqualified as hereby stated.
