The Commission on Elections

ADMINISTRATIVE SERVICES DEPARTMENT (ASD)

Under the direction of the Chairman and the Executive Director:

  1. Provide all the housekeeping services of the Commission including custody and disbursement of funds, purchase of supplies and equipment; custody, maintenance and repair of properties; security of officers and personnel; and use of motor vehicles;

  2. Prepare payrolls, treasury warrants and checks;

  3. Release treasury warrants and checks;

  4. Provide for the custody and maintenance of internal records;

  5. Administer the Library;

  6. Exercise functional supervision over the Regional Offices; and

  7. Perform other related functions.


Cash Division

Under the direction of the Department Director:

  1. Pay approved claims against the Commission and receive payments due the Commission;

  2. Safeguard funds in its custody;

  3. Keep adequate records of funds entrusted to it;

  4. Render prescribed reports of its disbursements and custodianship; and

  5. Perform other related functions.


Property Division

Under the direction of the Department Director:

  1. Program all commodity needs of the Commission;

  2. Procure commodities pursuant to the programmed requirements;

  3. Receive deliveries of commodities acquired;

  4. Take custody of stocks and other properties;

  5. Serve the commodity needs of operating and other units;

  6. Keep the equipment of the Commission in good working condition;

  7. Keep adequate records of stocks and other properties its custody;

  8. Render prescribed reports of its custodianship; and

  9. Perform other related functions.


Data Processing Division

Under the direction of the Department Director:

  1. Print monthly payrolls for the whole Commission, LBP checks and treasury warrants

  2. Compile statistical data for accounting and budget reports;

  3. Assist the Property Division in the preparation and maintenance of a perpetual inventory of supplies, equipment and other properties of the Commission;

  4. Prepare periodic abstracts of checks issued and maintain detailed record of all transactions in a Cash Book and Warrant Register;

  5. Reconcile monthly statements or checking accounts with statements of the bank;

  6. Submit daily reports to LBP and Bureau of Treasury regarding checks issued for the day;

  7. Prepare list of remittances of salary loans, policy loans, real estate loans and other remittances to the GSIS, BIR LBP, etc.; and

  8. Perform other related work.


General Services Division

Under the direction of the Department Director:

  1. Provide for the security and safety of officers and employees and properties of the Commission;

  2. Maintain peace and order in the premises;

  3. Take charge of the maintenance and repair of buildings, equipment and furniture;

  4. Maintain and regulate the use of motor vehicles of the Commission; and

  5. Perform other related functions.


Internal Records Division

Under the direction of the Department Director:

  1. Develop and administer records maintenance and disposition program;

  2. Provide for the custody and maintenance of internal records;

  3. Receive, classify and distribute correspondence and documents received; and

  4. Perform other related functions.


Library Division

Under the direction of the Department Director:

  1. Provide the Commission officials and employees with efficient and effective library services;

  2. Plan the acquisition or requisitioning of books, magazines and other library materials and equipment;

  3. Coordinate with other departments/offices in determining library needs of officials and employees of the Commission;

  4. Exercise custody, maintenance, control and preservation of library books, magazines, periodicals and other library materials; and

  5. Perform other related functions.
