The Commission on Elections

OFFICE OF THE COMMISSIONERS

  1. Exercise quasi-legislative and quasi-judicial functions either en-banc or in division, such as the hearing and resolution of administrative and election cases;

  2. Participate in the exercise of administrative functions and the formulation of objectives, policies, guidelines and regulations of the Commission;

  3. Recommend approval/disapproval or modification of plans, programs and projects in connection with the registration of voters, elections, plebiscites, referenda, recall and other public consultations;

  4. Coordinate and monitor the implementation of problems/projects of the Commission on the assigned offices/departments and regions and conduct field inspections in connection with the latter;

  5. Represent the Commission in the assigned regions;

  6. Participate in election education and information campaign including appearance in radio and television interviews and public consultation fora;

  7. Supervise special election operations upon authority of the Commission;

  8. Advise the Chairman on personnel matter e.g. making temporary assignment, rotation and transfer of personnel in his assigned offices/departments and regions, in accordance with civil service law, rules and regulations;

  9. With prior authorization, discharge the duties and responsibilities of the Chairman, in his absence; and

  10. Perform such other functions as may be assigned by the Commission en-banc or the Chairman.
