The Commission on Elections

ELECTION RECORDS AND STATISTICS DEPARTMENT (ERSD)

Under the direction of the Chairman and the Executive Director:

  1. Provide for the safekeeping, maintenance, control and disposition of election records of the Commission, except the records of the Office of the COMELEC Secretary;

  2. Gather, compile and analyze election statistics;

  3. Classify, verify and identify fingerprints of voters;

  4. Provide technical assistance in the training programs on the taking of fingerprints, fingerprint identification and document examination;

  5. Exercise functional supervision over field offices; and

  6. Perform other related functions.


Records and Statistics Division

Under the direction of the Department Director:

  1. Maintain a file of all election forms and documents;

  2. Compile election data, including number of precincts, number and name of voters and candidates, votes cast, election protests and similar data;

  3. Compile data relating to barangays and referendum;

  4. Analyze and interpret statistics and trends on elections and referenda;

  5. Prepare and publish required reports on election and referendum results; and

  6. Perform other related functions.


National Central File Division

Under the direction of the Department Director:

  1. Develop and administer a records maintenance and disposition program for election records of the Commission;

  2. Receive, classify and file the triplicate copies of all approved applications for registration;

  3. Assume primary responsibility for the custody, safekeeping and maintenance of the National Central File of registered voters;

  4. Assist in actions for the annulment of any precinct book of voters; and

  5. Perform other related functions.


Voters Identification Division

Under the direction of the Department Director:

  1. Maintain an effective and efficient system of identification of voters;

  2. Classify, verify and identify fingerprints of voters;

  3. Maintain a system of filing fingerprints of voters;

  4. Assist in cases involving fingerprints of voters;

  5. Perform technical assistance in the conduct of training programs on the taking of fingerprints, fingerprint identification, and document examination; and

  6. Perform other related functions.
