INFORMATION TECHNOLOGY DEPARTMENT (ITD)
Under the direction of the Chairman and the Executive Director:
- Provide services for all Information Technology concerns and computing solutions to requirements of the Commission on Elections;
- Develop and maintain computerized application systems based on identified needs and requirements;
- Provide Information Technology related services that maybe accorded to or requested by Comelec end-users, the academe, the media and the general public;
- Ensure quality assurance and optimal operations performance and recommend improved methods and procedures for the Comelec systems requiring Information Technology support;
- Exercise functional supervision over the regional offices; and
- Perform other related functions.
Systems and Programs Division
Under the direction of the Department Director:
- Identify information needs and systems projects of the Commission;
- Design, develop and assist in the implementation of computerized application systems projects;
- Provide technical support on related networking and systems administration concerns;
- Establish implementing policies and guidelines on the standard operation and usage of IT applications and equipment;
- Define, implement and maintain systems security and data integrity of all communications and information systems;
- Conduct research and studies to determine appropriate software and hardware technology for processing needs of the Commission;
- Provide technical assistance in training programs for computer user and in the setting-up or installation of information projects;
- Determine and recommend appropriate technical specifications for end-user requisition purposes; and
- Conduct special projects and perform other functions as may be assigned.
Systems and Operations Division
Under the direction of the Department Director:
- Provide for all software and other IT-related services that may be needed by the COMELEC user community, academe, media and the general public;
- Provide for the repair, troubleshooting and maintenance of computer hardware equipment;
- Perform data processing and encoding services;
- Generate reports and statistical information, and produce other computer-stored information needed by the COMELEC user community;
- Develop training programs and appropriate courseware for target audience;
- Provide training services to the COMELEC user community;
- Perform public demonstration of poll IT applications; and
- Perform other functions as may be assigned.
Management Information System Division
Under the direction of the Department Director:
- Plan, develop and maintain an information system responsive to the needs of the Commission for decision-making;
- Initiate applications/programs applicable to the needs of the various offices, departments and divisions of the Commission;
- Control the utilization of the agency's information technology resources and monitor the implementation of the various applications/programs developed with the corresponding users;
- Provide technical supervision and monitoring in the encoding, verification and modification of the computerized voters lists nationwide;
- Provide technical assistance in the various projects under the Comelec Modernization Program;
- In coordination with the Personnel Department, develop and conduct training programs for computer/program users in the Commission;
- Design forms and develop procedures in coordination with the Systems and Programs Division and other offices concerned;
- Conduct operations research and related studies on work simplification and optimization, forms and procedures design, and productivity improvement;
- Perform Quality Assurance tasks such as software applications testing, and enforcement of standards;
- Control and approve IT-related requisitions based on Systems and Programs Division's recommendation and endorsement;
- Assist other sections as may be necessary; and
- Submit required reports on the status of projects undertaken for the Comelec Modernization Program; and
- Perform other related functions.
