The Commission on Elections

PERSONNEL DEPARTMENT

Under the direction of the Chairman and the Executive Director:

  1. Advice the Commission on personnel policy and administration, including recruitment and employment, position classification, salary administration, career and manpower development, performance evaluation, employee relations, employee welfare, personnel research, medical and dental services, and other related personnel matters;

  2. Provide the Commission with economical, efficient and effective services relating to personnel administration;

  3. Act on personnel matters and apply the Civil Service Law and rules and other laws affecting personnel administration;

  4. Conduct investigation of administrative cases involving Commission employees and recommend action to be taken by the Commission;

  5. Exercise functional supervision over the Regional Offices; and

  6. Perform other related functions.



Personnel Division

Under the direction of the Department Director:

  1. Advise and assist in development of personnel policies;

  2. Plan, develop, maintain and evaluate recruitment and selection programs;

  3. Process appointments, promotions, transfers, lay-offs, resignations, retirement and other personnel actions;

  4. Apply Civil Service Law and rules as well as special laws on eligibility, leaves and other fringe benefits, hours of work, employee insurance and retirement, veterans benefits, employee organizations, and related matters;

  5. Maintain the Commission position classification plan and pay plan;

  6. Prepare and maintain personnel reports, records and statistics; and

  7. Perform other related functions.



Manpower Development Division

Under the direction of the Department Director:

  1. Provide advice and assistance on programs related to employee relations and welfare and staff development;

  2. Plan, develop, and implement the career and manpower development program of the Commission;

  3. Develop and administer programs designed to improve employee relations;

  4. Plan, develop, maintain and evaluate performance and promotion plans;

  5. Coordinate with agencies concerned with career and manpower development; and

  6. Perform other related functions.



Health Services Division

Under the direction of the Department Director:

  1. Plan, develop and implement a medical and dental services and physical fitness programs in the Commission;

  2. Provide medical and dental services to all officials and employees; and

  3. Perform other related functions.
