Under the direction of the Chairman and the Executive Director:

1. Provide the Commission with economical, efficient and effective services relating to planning, programming and project development;
   
   
2. Develop and maintain a management information system responsive to the needs of the Commission for decision-making;
   
   
3. Conduct programs for management improvement, in cooperation with the various departments and offices of the Commission;
   
   
4. Coordinate with other departments and offices in planning the allocation and utilization of manpower and material resources of the Commission;
   
   
5. Develop and implement a research program of the Commission relative to the administration of elections, referendums and other programs and projects of the Commission; and
   
   
6. Perform such other related functions.

Planning and Programming Division

Under the direction of the Department Director:

1. Develop and formulate long and short-range plans and programs of the Commission;
   
   
2. Review and integrate project proposals develop;
   
   
3. Coordinate with other departments and offices in planning and allocation and utilization of manpower and material resources of the Commission;
   
   
4. Develop and formulate basic policies and guidelines for the preparation of the Commission budget; and
   
   
5. Perform other related functions.

Management Systems Development Division

Under the direction of the Department Director:

1. Develop and maintain a management improvement program in the Commission, in cooperation with the various organizational units of the Commission;
   
   
2. Conduct periodic management analysis and make recommendations for changes in the organizational structure and in operating procedures, as needed;
   
   
3. Develop new and improved management systems and help the organizational units concerned in implementing them;
   
   
4. Prepare, in coordination with organizational units concerned, manuals on organization, system and procedures and delegation of authority;
   
   
5. Develop and implement a research program of the Commission relative to the administration of elections, referendums and other programs and projects or the Commission; and
   
   
6. Perform other related functions.
