IN THE AUTONOMOUS REGION IN MUSLIM MINDANAO (ARMM)

This pertains to the October 5, 2009 Memorandum of Executive Director Jose M. Tolentino Jr. recommending the resetting of the resumption of the system of continuing registration in the Autonomous Region in Muslim Mindanao (ARMM).
The Memorandum of Executive Director Tolentino reads:
"COMELEC Resolution No. 8672 has set resumption of the system of continuing registration in the Autonomous Region in Muslim Mindanao (ARMM) on October 12, 2009. Considering, however, that preparations for said registration were disrupted by the two typhoons that recently pummelled Metro Manila, the undersigned, upon consultation with the Election and Barangay Affairs Department and Information Technology Department, respectfully recommends that the resumption of the system of continuing registration in the ARMM be moved to October 19, 2009, to provide sufficient time for the conduct of field tests and acceptance procedures of the Data Capture Machines prior to their use in the training of the field officials who will carry out the registration process, and for the shipment of forms and supplies, including deployment and installation of the DCMs and other related equipment peripherals.
To ensure that adequate time is afforded to applicants for registration, it is further recommended that additional two hours on weekdays and eight hours on Saturdays and Sundays be provided for the duration of the registration period. Accordingly, the field officials in the ARMM shall be authorized to render overtime services for said additional hours of registration.

Finding the recommendation of Exectuive Director Tolentino meritorious, the Commission RESOLVED, as it hereby RESOLVES, as follows:
- to amend Sec. 2 of Comelec Resolution No. 8672, particularly, the date of the resumption of the system of continuing registration in the ARMM from October 12, 2009 to October 19, 2009;
- to provide additional two (2) hours on weekdays and eight (8) hours on Saturdays and Sundays for the duration of the registration period in order to ensure that adequate time is afforded to applicants for registration; and
- to authorize Comelec field offices in the ARMM to render overtime services for said additional hours of registration.
Let the Education and Information Department publish this resolution and cause its widest dissemination. Let the Election and Barangay Affairs Department (EBAD) implement this resolution and closely monitor the conduct of registration.
