Because without registering yourself, you cannot participate in an election by casting your vote.
You also would not be able to run for public office.

One must be:
- a Filipino citizen
- at least eighteen years old
- a resident of the Philippines for one year and of the city or municipality wherein he proposes to vote
for at least six months immediately preceding the election
- not otherwise disqualified by law

Under the present system of continuing registration, a qualified person need to register
only once. This registration is permanent, unless declared otherwise by law.
Registering more than once constitutes an election offense.

Any qualified registrant may file an application for registration on any day until 120 days before a regular election
and 90 days before a special election.

Any qualified registrant may file an application for registration personally in the office of the Election Officer (EO)
in the city or municipality where he permanently or temporarily resides.

In case you transferred residence to another city or municipality,
you may apply for transfer of your registration record with the local COMELEC office in your new residence.
It would be up to your new local COMELEC office to process the application and
coordinate with your old COMELEC office for the transfer of your registration record.
In case you transferred residence within the same city or municipality,
you may just notify your local COMELEC office of the fact in writing.
