VARIOUS REGISTRATION FORMS

      Pursuant to Article VII, Section 52 (h) of the Omnibus Election Code (OEC), COMELEC Minute Resolution No. 05-230 dated March 1, 2005, en banc Resolution No. 7465 dated April 12, 2005 and Minute Resolution No. 05-0421 dated April 19, 2005, considering that the time line for the continuing registration of voters nationwide has been reset to May 16, 2005 and due to the urgency, aggravated by time constraints, the Commission on Elections, through the Bids and Awards Committee (BAC) is inviting interested parties/accredited suppliers/bidders to participate and submit sealed bids for the procurement of various registration forms in connection with the resumption of the continuing registration of voters nationwide, with an approved budget for the contract (ABC) of thirty-five million pesos (PhP35,000,000.00).

DESCRIPTION/SPECIFICATION

GENERAL SPECIFICATION

DELIVERY SCHEDULE

Immediately upon receipt of Notice of Award

      Interested parties/accredited suppliers/bidders may secure the necessary bid documents and information at the BAC Secretariat Office, 7th Floor, Palacio del Gobernador, starting 27 April 2005. All prospective bidders shall be charged with a non-refundable bid fee in the amount of FIVE THOUSAND PESOS (PhP5,000.00).

      A Pre-bid Conference is scheduled on 4 May 2005, Wednesday at 2:00 p.m. at the BAC Secretariat Office at the above-mentioned address. Queries must be submitted in writing to the Bids and Awards Committee prior to the scheduled Pre-Bid Conference.

      Deadline for submission of eligibility and bid envelopes shall be on 5 May 2005, Thursday on or before 2:00 p.m. at the BAC Secretariat Office and then be publicly opened immediately after. The bidder shall post as part of their bid, Bid Security equal to any of the following forms: 1% Cash, certified check, cashier's check, manager's check, bank draft or irrevocable letter of credit; 1 ½% bank guarantee; 2 ½% surety bond; and 100% Foreign Government Guarantee of the total Approved Budget for the Contract ("ABC") payable to COMELEC and valid for 120 days.

      It should be noted, however, that the above bidding schedules are subject to change.

      The COMELEC reserves the right to reject any or all bids, waive any formality/defect contained therein, and accept the lowest calculated and responsive bid that is most advantageous to the Commission. Likewise, it reserves the right to review the qualifications of the bidders after the bidding and before the contract is executed. Should such review uncover any misrepresentation made in the eligibility statements, or any changes in the situation of the bidder to materially downgrade the substance of such statements, the COMELEC shall disqualify the bidder upon due notice without any obligation whatsoever for any expenses or losses that may be incurred by it in the preparation of its bid.
