VOTER'S REGISTRATION RECORDS AND VRR IDs

     Pursuant to Rule X, Section 35 (Failure of Bidding) of the Implementing Rules and Regulations of R.A. 9184, the Commission on Elections (COMELEC) invites suppliers to apply for eligibility and to bid for the supply and delivery of Voter's Registration Records and VRR ID with plastic laminating film. Further, per Section 35.2, which states, "All bidders who have initially responded to the Invitation to Apply for Eligibility and to Bid and have been declared eligible in the first bidding shall be allowed to submit new bids. The BAC shall observe the same process and set the new periods according to the same rules followed during the first bidding."

     The approved budget for the contract is eighty million pesos (PhP80,000,000.00) .

     The bid documents and terms of reference may be obtained from the Bids and Awards Committee (BAC) Secretariat Office located at 7/f Palacio del Gobernador, Postigo St. , Intramuros, Manila .

     Interested bidders are advised to take note of the following schedules:

     Award shall be made to the bidder who submitted the lowest calculated and most responsive bid and who is post-qualified. Criteria for the eligibility check of the prospective bidders, examination and evaluation of bids and post-qualification and all matters relevant to this procurement shall be in accordance with Republic Act No. 9184 and its IRR, otherwise known as the government procurement reform act.

     It should be noted, however, that the above bidding schedules are subject to change.

     The COMELEC reserves the right to reject any or all bids, waive any defect or informality contained therein, and accept the lowest calculated and responsive bid that is most advantageous to the Commission.
