INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

     Sealed applications for eligibility and bid documents for the supply and delivery of  ballot paper for use in the May 14, 2007 elections shall be received at the COMELEC  Session Hall, 8th  floor,  Palacio del Gobernador, Intramuros, Manila, on January 22, 2007 at 10:00 A.M., at which place, date and  time, said sealed bids shall be opened in the presence of the members of the COMELEC Bids and Awards Committee (BAC), representatives of the COMELEC, Commission on Audit, Philippine Chamber of Commerce and Industry, Parish Pastoral Council for Responsible Voting, the participating bidders and the public, with an approved budget of two hundred ninety seven million  (PhP 297,000,000.00 ) pesos, charged against the appropriations for the Preparatory Activities in connection with the May 14, 2007 National and Local Elections.

     A pre-bid conference shall be held on January 8, 2007, 10:00 A.M. at the COMELEC Session Hall, 8th floor, Palacio del Gobernador, Intramuros, Manila.

     Bid documents and specifications may be obtained during regular office hours, beginning January 2, 2007, from the Property Division upon payment with the COMELEC Cash Division, of a non-refundable amount of ten thousand (PhP 10,000.00) pesos.

     Bids shall be accompanied by a Bidder’s Bond equivalent to one per centum (1%) of the offer, bid, tender or quotation, in the form of cash or manager’s/cashier’s check payable to the “Commission on Elections”.

     Full delivery shall be made within thirty (30)  days from receipt of the Notice of Award except when so indicated in the Bidder’s Tender.

     The COMELEC reserves the right to reject any or all bids, waive any formal defect contained therein, and accept the lowest complying and reasonable bid that is most advantageous to the COMELEC. Likewise, COMELEC reserves the right to review the qualifications of the bidders after the bidding and before the contract is executed. Should such review uncover any change in the situation of the bidder to materially downgrade the substance of such statements, the COMELEC shall disqualify the bidder upon due notice without any obligation whatsoever on the part of  the COMELEC for any expense or loss that may be incurred by the bidder in the preparation of its bid.
