Sealed bids for the supply and delivery of equipment and computer supplies, and regular office supplies shall be received at the COMELEC Session Hall, 8th floor, Palacio del Gobernador, Intramuros, Manila, on December 8, 2006 at 10:00 A.M. for equipment and computer supplies, and at 2:00 P.M. for regular office supplies, at which place, date and time, said sealed bids shall be opened in the presence of the members of the BAC, representatives of the Commission on Elections, Commission on Audit, Philippine Chamber of Commerce and Industry, Parish Pastoral Council for Responsible Voting, the participating bidders and the public, with an approved budget of thirty one million five hundred thirty four thousand pesos (PhP 31,534,000.00) for equipment and computer supplies, and four million six hundred fifty six thousand three hundred sixty six pesos and fifty centavos (PhP 4,656,366.50) for regular office supplies, charged against the appropriation of the Preparatory National and Local Elections 2007.
A pre-bid conference shall be held on November 27, 2006, 10:00 A.M. at the COMELEC Session Hall, 8th floor, Palacio del Gobernador, Intramuros, Manila .
Bid documents and specifications may be obtained during regular office hours, beginning November 23, 2006 from the Property Division upon payment at the Cash Division, Commission on Elections of a non-refundable amount of five thousand pesos (PhP 5,000.00) for equipment and computer supplies, and one thousand pesos (PhP 1,000.00) for regular office supplies.
Bids shall be accompanied by a Bidder's Bond equivalent to one per centum (1%) of the offer, bid, tender or quotation, in the form of cash or Manager's/cashier's checks payable to the "Commission on Elections".
Deadline for submission to the BAC of application for eligibility and bid envelopes shall be on December 8, 2006 at 10:00 A.M. for equipment and computer supplies, and 2:00 P.M. for regular office supplies at the COMELEC Session Hall.
Delivery schedule shall be five days upon receipt of the Notice of Award except when so indicated in the Bidder's Tender.
The COMELEC reserves the right to reject any or all bids, waive any formal defect contained therein, and accept the lowest complying and reasonable bid that is most advantageous to the Commission. Likewise, it reserves the right to review the qualifications of the bidders after the bidding and before the contact is executed. Should such review uncover any charges in the situation of the bidder to materially downgrade the substance of such statements, the COMELEC shall disqualify the bidder upon due notice without any obligation whatsoever on the part of the COMELEC for any expense or loss that may be incurred by the bidder in the presentation of its bid.
