Public Bidding 50,000 boxes of Continuous Form

     The public is hereby notified of the following rulings been made by the Bids and Awards Committee during the 28 August 2007 Pre-Bid Conference relative to the above public bidding: 

  1. To clarify the description of the item to be bid, additional specifications has been prescribed, namely, “500 sets of 3-ply per box”. The rest of the original specifications are maintained. 
  1. Prospective bidders shall be manufacturers or suppliers of continuous form. Manufacturers shall indicate in a separate sheet of paper the plant address and sketch of the location of said plant. In the case of a supplier, it shall indicate in a separate sheet of paper the name of its manufacturer, the plant address and sketch of the location of the plant that will manufacture the continuous form for it. Said separate sheets of paper shall be submitted together with the Bidder’s Tender. 
  1. Post-qualification shall consist, among other activities, of plant visits to determine the capability of the manufacturer to produce and deliver the required quantity of continuous form within the prescribed delivery schedule. 
  1. A manufacturer is expected to have on hand stock of the materials to be used in the production of continuous form since said materials may still be utilized for other clients if the subject contract is not awarded to it. Given that 75 million sheets of paper and 50 sheets of carbon interleaf are required to produce the required quantity of continuous form, availability of the appropriate quantity of paper stock and carbonless paper stock at the plant site will be a plus factor in determining the capability of the manufacturer to meet the delivery schedule. 
  1. In the matter of submission of partial bids, the Terms, Conditions and Instructions to Bidders provide that partial bids shall be accepted only if no bidder has submitted a full/complete bid. For this purpose, the BAC shall, prior to the opening of the first bid document, inquire if the bidders are submitting a full/complete or partial bid. If there is a bidder that will submit a full/complete bid, partial bids will not be accepted. Accordingly, the bid envelope of a bidder submitting a partial bid shall be returned to it unopened. If no bidder will submit a full/complete bid, partial bids shall be accepted and opened. 
  1. Consistent with the previous rulings of the BAC, prospective bidders who have been previously declared eligible during the July 27 and 28, 2007  public bidding and during the public biddings conducted for the May 14, 2007 elections, need not submit a complete set of eligibility documents. However, they are required to submit the following: (a) Statement of Non-Inclusion in the Blacklist; (b) Net Financial Contracting Capacity or Certificate of Credit Line or Bank Deposit in the amounts prescribed in the Terms, Conditions and Instructions to Bidders; (c) Statement of its Single Largest Contract completed not earlier than the year 2004; and (d) Certification that the documents submitted are true and authentic copies of the original. New bidders, on the other hand, are required to submit a complete set of eligibility documents. 
  1. As proof of financial capacity, prospective bidders may submit a combination of the Bank Certificates (Credit Line and Bank Deposit) provided that the total amount certified meets the requirements under the Terms, Conditions and Instructions to Bidders. 
  1. All provisions in the Terms, Conditions and Instructions to Bidders of the Invitation to Apply for Eligibility and to Bid that are not inconsistent herewith shall remain binding and applicable.
