The public is hereby notified of the following rulings been made by the Bids and Awards Committee during the 11 September 2007 Pre-Bid Conference relative to the above public bidding:
- Since the dandy roll with security sleeve previously used in the manufacture of ballot paper for the May 14, 2007 elections will be the same dandy roll to be utilized in the manufacture of the ballot paper for the October 29, 2007 SK and barangay elections, and considering further that said dandy roll is currently stored at the Bataan Paper Mills in Baesa, Quezon City, it will be the Bataan Paper Mills that shall manufacture the ballot paper stock in order to avoid the risk of meeting an accident that may result in the destruction of the dandy roll during the transport thereof to another paper mill.
- In order to ensure that Bataan Paper Mills will mill the ballot paper stock for a prospective supplier, and consistent with the previous requirements for the manufacture of ballot paper for the May 14, 2007 elections, the prospective supplier shall be required to submit together with its bid documents a certification from Bataan Paper Mills that the latter agrees to manufacture the ballot paper stock for said prospective supplier.
- Prospective suppliers shall submit during the public bidding a sample of the ballot paper which shall be at least 60 to 70 gsm whish shall contain either a chemical or solvent sensitive feature.
- Consistent with the previous rulings of the BAC, prospective bidders who have been previously declared eligible during the July 27 and 28, 2007 public bidding and during the public biddings conducted for the May 14, 2007 elections, need not submit a complete set of eligibility documents. However, they are required to submit the following: (a) Statement of Non-Inclusion in the Blacklist; (b) Net Financial Contracting Capacity or Certificate of Credit Line or Bank Deposit in the amounts prescribed in the Terms, Conditions and Instructions to Bidders; (c) Statement of its Single Largest Contract completed not earlier than the year 2004; and (d) Certification that the documents submitted are true and authentic copies of the original. New bidders, on the other hand, are required to submit a complete set of eligibility documents.
- All provisions in the Terms, Conditions and Instructions to Bidders of the Invitation to Apply for Eligibility and to Bid that are not inconsistent herewith shall remain binding and applicable.
