April 1 , 2008 Public Bidding for the Automation of the 2008 ARMM Elections

     The public is hereby notified of the following clarifications on the Request for Proposal (RFP) for Specifications, Terms and Conditions for the Automation of the Counting of Votes for the August 11, 2008 Elections in the Autonomous Region in Muslim Mindanao (ARMM):

QUESTION ANSWER
  1. Please specify details on ballots for testing evaluation, field and mock election test for the OMR (e.g. one/double sided, single/double-sheet, etc)
The ballot templates for testing were emailed to the email address provided by the bidder. The number of sheets to be used will depend on the type of ballot to be provided by the bidder i.e. use one-sided ballot if the number of candidates specified in the template will fit on one side of the ballot, otherwise, use both sides of the ballot.
  1. Pursuant to Bid bulleting no. 3, are the following units correct:
 
  • Testing ballots: 12,000 units
Yes, the ballots for evaluation test are 12,000 pieces using Marawi, Lanao del Sur template. 10,000 of these are marked, based on the templates specified and 2,000 are to be submitted unmarked.
  • Field test: 800 units marked, 400 units unmarked
For field test, the test ballots must be 400 for each template of Marawi City and Balabagan, Lanao del Sur. All ballots must be unmarked.
  • Mock election: 2,800 units
Yes. A total of 2,800 ballots will be used in the mock elections, with 400 ballots for each using 7 ballot templates for the 7 districts of ARMM. The templates for the seven (7) ballot faces will be provided only to the winning bidder
  • Systems sealing 14, 751 based on combined clustered and non-clustered
During the sealing of machines, each municipality will use 200 unmarked ballots, totaled to 18,000 pieces
  1. Do you have any specific preference as regards back-up power supply or generator? What minimum back-up power supply units will this RFP consider as acceptable? Are there any environmental restrictions related to back-up power supply/generator set?
No, the COMELEC has no specific preference as regards back-up power supply or generator. The back-up power supply or generator set to be provided by the bidder will depend on the requirement of the machine being offered. The set-up of machines on election day would be:

All machines allocated for the province will be set-up in one counting center; therefore there will be five (5) counting centers for five provinces
  1. What is the acceptable constant value for "K" in NFCC?
The acceptable constant value for K is 10 years.
  1. What is the minimum course schedule in terms of days for the entire OMR RFP?
The RFP provided for a minimum of five (5) days to conduct the training. If the bidder believes that 5 days is not enough, he can add more number of days in the training schedule.
  1. Under page 59, item F. General Implementation Calendar, who will take lead in training operators from August 1-5? Trained COMELEC Technical Personnel or Project Proponent?
The training of technical personnel from COMELEC will be provided by the bidder. The training for the system operators will be provided by the COMELEC.
  1. Under page 41 of the RFP item H. Invitation to Apply for Eligibility and to bid, paragraph 2, "The bid proposal shall also cover the supply of ballot paper". Does this mean that the proponents shall produce the ballot and include it in the budget?
Yes, the bidder will provide for the ballot paper and ink for printing the ballot.

     All terms, conditions and instructions specified in the RFP that are not inconsistent with this Bid Bulletin shall remain applicable.
