Sealed applications for eligibility and bid documents for the supply and delivery of Registration forms and supplies for the April 1, 2008 resumption of Continuing Registration of Voters, shall be received at the Comelec Session Hall, 8th floor, Palacio del Gobernador, Intramuros, Manila, March 24, 2008 at 1:30 in the afternoon, at which place, date and time, said sealed bids shall be opened in the presence of the members of the Bids and Awards Committee, representatives of the Commission on Elections, Commission on Audit, Philippine Chamber of Commerce and Industry, Parish Pastoral Council for Responsible Voting, the participating bidders and the public, with an approved budget of Thirty Eight Million Seven Hundred Ninety Seven Thousand Five Hundred Seventy Five Pesos (PhP 38,797,575.00), sourced out of the PhP 867,392,000.00 certified available under SARO No. C-08-01456 dated February 12, 2008 intended for the Automation of the FY 2008 ARMM Election subject to adjustment upon the release of appropriation for the Resumption of the Continuing Registration of Voters.
Bid documents and specifications may be obtained during regular office hours, beginning March 15, 2008 from the Property Division upon payment at the Cash Division, Commission on Elections, of a non-refundable amount of Sixteen Thousand Pesos (PhP 16,000.00)
A pre-bid conference shall be held on March 19, 2008 at 10:00 o’clock in the morning Session Hall, Commission on Elections.
Bids shall be accompanied by a Bid Security equivalent to one per centum (1%) of the approved budget for the contract to be bid, in the form of cash or Manager’s/Cashier’s check payable to the “Commission on Elections”.
Delivery schedule shall be 100% on March 27, 2008 for ARMM; 100% on or before May 15, 2008 for Non-ARMM.
The COMELEC reserves the right to reject any or all bids, waive any formal defect contained therein, and accept the lowest complying responsive bid that is most advantageous to the Commission. Likewise, it reserves the right to review the qualifications of the bidders after the bidding and before the contract is executed. Should such review uncover any change in the situation of the bidder to materially downgrade the substance of such statements, the COMELEC shall disqualify the bidder upon due notice without any obligation whatsoever on the part of the COMELEC for 2ny expense or loss that may be incurred by the bidder in the preparation of its bid.
