Pursuant to Resolution No. 7701 promulgated by the Commission on Elections En Banc on 24 August 2006, you are hereby notified that the Commission, thru the undersigned, by virtue of Resolution No. 7702 promulgated on even date, AWARDS to your firm the contract for the procurement of eight million (8,000,000) pieces of new voter's registration record paper with ID laminate for voter's validation system project (VRR-ID) having been declared as the bidder who submitted the lowest calculated responsive bid for said procurement in the amount of Seventy Eight Million One Hundred Sixty Thousand Pesos (PhP 78,160,000.00) for delivery in accordance with the terms and conditions provided under the contract.
Within fifteen (15) days from your receipt of this Notice of Award, your firm shall post with the Commission a performance security in an amount equivalent to five percent (5%) of the contract price in the form of either cash, certified check, manager's check, cashier's check, bank draft or irrevocable letter of credit, payable to the Commission. Your failure to post the requisite performance security shall be ground for the annulment of this award and forfeiture of your bid security.
