VARIOUS INFORMATION MATERIALS FOR THE COAV

      The Commission on Elections ("COMELEC"), pursuant to Memorandum of Atty. Kabaitan R. Guinhawa-Valmonte, Attorney VI-OIC, Member, Committee on Overseas Absentee Voting (COAV) dated 29 April 2005, through the Bids and Awards Committee ("BAC") is inviting interested parties/accredited suppliers to participate and submit sealed bids for the supply, printing and delivery of the following items listed below to be used by the Posts abroad prior to the resumption of registration of qualified overseas absentee voters abroad which shall commence on 1 October 2005 and to be distributed during the training of the DFA personnel from the Posts on June 15-17, 2005, with an approved budget of five million five hundred twenty thousand pesos (PhP5,520,000.00).

      Interested parties/accredited suppliers may secure the necessary bid documents and information at the BAC Secretariat Office, 7th Floor, Palacio del Gobernador, Intramuros, Manila, starting 3 May 2005. All prospective bidders shall be charged with a non-refundable bid fee in the amount of FIVE THOUSAND PESOS (Php5,000.00).

      A Pre-bid Conference is scheduled on 11 May 2005, Wednesday at 2:00 p.m. at the BAC Secretariat Office at the above-mentioned address. Queries must be submitted in writing to the Bids and Awards Committee prior to the scheduled Pre-Bid Conference.

      Deadline for submission of eligibility and bid envelopes shall be on 20 May 2005, Friday, on or before 2:00 p.m. at the BAC Secretariat Office and then be publicly opened immediately after. The bidder shall post as part of their bid, Bid Security equal to any of the following forms: 1% Cash, certified check, cashier's check, manager's check, bank draft or irrevocable letter of credit; 1 ½ % bank guarantee; 2 ½% surety bond; and 100% Foreign Government Guarantee of the total Approved Budget for the Contract ("ABC") payable to COMELEC and valid for 120 days.

      It should be noted, however, that the above bidding schedules are subject to change.

      The COMELEC reserves the right to reject any or all bids, waive any formality/defect contained therein, and accept the lowest calculated and responsive bid that is most advantageous to the Commission. Likewise, it reserves the right to review the qualifications of the bidders after the bidding and before the contract is executed. Should such review uncover any misrepresentation made in the eligibility statements, or any changes in the situation of the bidder to materially downgrade the substance of such statements, the COMELEC shall disqualify the bidder upon due notice without any obligation whatsoever for any expenses or losses that may be incurred by it in the preparation of its bid.
