COMELEC Invitation to Bid

BID BULLETIN NO. 2

(Public Bidding for the Supply and Delivery of Line Matrix Printer
(BAC-M-REF NO. 2009-014)

In connection with the 17 December 2009 Submission of Application for Eligibility and to Bid and Opening of Bids anent the subject matter, the public and the prospective bidders are hereby informed of the following matters:

  1. The "not be earlier than two (2) years from bid submission" mentioned in 12.1 (a-iv) of Instruction to Bidders is interpreted to mean "within two (2) years from bid submission".

  2. Number 5.4 of Section II (Instruction to Bidders) of the Bidding Documents is elaborated in this wise: "The prospective Bidder must have completed, within the period specified in the Invitation to Bid, a single contract that is similar to the contract to be bid, and whose value, adjusted to current prices using the National Statistics Office (NSO) consumer price indices, must be at least 50% of the ABC."

  3. The "not earlier than two (2) years prior to the deadline for the submission and receipt of bids" mentioned in Number 12.1(a)(iii) of the Bid Data Sheet is interpreted to mean "within two (2) years from submission and receipt of bids."

  4. The awardee is required to deliver the goods subject of the contract not later than 15 days upon receipt of the purchase order or if extended, not later than 05 January 2010 provided the extension has been approved by the Comelec.

  5. The "free training" mentioned in page 53 of the Bidding Documents specifically letter "i" of the Technical Specifications is to be done on COMELEC premise or a designated venue by the winning bidder approved by COMELEC.

  6. The "Contract Agreement Form" provided in page 59 of the Bidding Documents must be submitted together with the other eligibility requirements.

  7. Every document issued by a foreign country needs to be notarized by the Philippine Consulate of that foreign country.

  8. Every Joint Venture Agreement formed for purposes of this procurement must contain the signatures of the joint parties and that it must comply the standard set by the GPPB.
