
FOR THE PRINTING OF ELECTION DAY COMPUTERIZED VOTERS LIST (EDCVL)
FOR THE MAY 10, 2010 NATIONAL AND LOCAL ELECTIONS

- The Commission on Elections, through the allocation for supplies and materials of the appropriations for the FY 2010 National and Local Elections Preparatory Activities intends to apply the sum of four million seven hundred ninety two thousand five hundred pesos (Php 4,792,500.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the supply and delivery of 900 pieces laser toner for the printing of election day computerized voters list (EDCVL) for the May 10, 2010 National and Local Elections. Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The Commission on Elections now invites bids for the supply and delivery of 900 pieces laser toner for the printing of election day computerized voters list (EDCVL) for the May 10, 2010 National and Local Elections. Delivery of the Goods is contained in Sec. VI Schedule of Requirements. Bidders should have completed, within two (2) years before the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
- Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
- Interested bidders may obtain further information from Commission on Elections and inspect the Bidding Documents at the address given below from 800H to 1700H during weekdays.
- A complete set of Bidding Documents may be purchased by interested Bidders from February 10-22, 2010 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of four thousand five hundred pesos (Php 4,500.00).
- The Commission on Elections will hold a Pre-Bid Conference on February 16, 2010 at 1400H at Comelec Session Hall 8th Floor Palacio Del Gobernador, Intramuros, Manila, which shall be open to all interested parties who have purchased the Bidding Documents.
- Bids must be delivered/submitted to the Comelec Session Hall 8th Floor Palacio del Gobernador, Intramuros, Manila on or before February 22, 2010 at 1400H. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
- The Commission on Elections reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.

Bids will be opened in the presence of the Bidders and/or their representatives who choose to attend at the venue of the opening of bids. Late bids shall not be accepted.
