    Bids received in excess of the total ABC per lot shall be automatically rejected at bid opening. Bid for each item shall not exceed the total ABC per item.

  1. The Commission on Elections now invites bids for the printing and delivery of Lots 1 to 4. Delivery of the Goods is specified in Section VI, Schedule of Requirements. Bidders should have completed within three (3) years before the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

  2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (RIRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

  3. Interested bidders may obtain further information from Commission on Elections and inspect the Bidding Documents at the address given below from 800H to 1700H during weekdays.

  4. A complete set of Bidding Documents may be purchased by interested Bidders on February 12-25, 2010 from the address below and upon payment of a non-refundable fee for the Bidding Documents amounting to for:
Lot 1 - Item 1 - P12,000.00
Lot 2 - Item 2 - P20,000.00
Lot 3 - Items 3 to 20 - P13,000.00
Lot 4 - Items 21 to 31 - P  8,000.00

It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity (www.comelec.gov.ph), provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

  1. The Commission on Elections will hold a Pre-Bid Conference on February 16, 2010 at 1000H at Comelec Session Hall, 8th Floor Palacio Del Gobernador, Intramuros, Manila, which shall be open to all interested bidders and/or their representatives who have purchased the Bidding Documents.

  2. Bids must be delivered/submitted to the Bids and Awards Committee, Comelec Session Hall, 8th Floor Palacio del Gobernador, Intramuros, Manila on or before
Lot 1 and 2 – February 23, 2010 at 1000H
Lot 3 and 4 – February 25, 2010 at 1000H

    All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

    Bids will be opened in the presence of the Bidders and/or their representatives who choose to attend at the venue of the opening of bids. Late bids shall not be accepted.

  1. The Commission on Elections reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
