On April 15, 2011, the Bids and Awards Committee conducted a Pre-Bid Conference on the Supply and Delivery of Furnishings for the COMELEC Baguio Cottages. There were actually four (4) prospective bidders that attended the Pre-Bid Conference.
Several issues were raised by the bidders to wit:
1. To extend the period of availability of the bid documents considering the fact that the amendments as to the specifications, items, quantity and price were made only on April 12, 2011;
2. The period of delivery was also raised by the bidders alleging that they cannot deliver the entire items subject of the bid on or before May 7, 2011 considering that some of the furnitures were customized and bulk in quantity. The 35 units of double deck bed, made of solid narra with mattress and removable cover are not readily available in the market.
Hence, the BAC extends the period of availability of bid documents until April 19, 2011.
Considering however, that the reason for the urgency of the delivery is for the Commission En Banc to be able to conduct its summer session in COMELEC Baguio Cottages, the Bids and Awards Committee came up with a modified schedule of delivery by identifying the basic items needed, so that the Commission can use the COMELEC Cottages for its summer session. Only basic items must be delivered on or before May 7, 2011, and the remaining items shall be delivered on or before May 17, 2011.
Hereunder are the items which should be delivered on or before May 7, 2011 and those not included herein but appearing in the list published on April 14, 2011 shall be delivered even thereafter but not later than May 17, 2011:
