Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The COMELECnow invites bids for the said Supply and Delivery of Furnishings for the COMELEC Baguio Cottages. The winning bidder shall fully and completely deliver the goods, subject of its contract, not later than three (3) days from its receipt of the Notice to Proceed. Bidders should have completed, within three (3) years before the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
- All Bids shall include the costs of delivery and installation to the respective Cottage/s in Baguio City, inclusive of the costs for a detailed interior design plan and installation lay-out relative to the furnishings/appliances/accessories subject of their bid vis-à-vis the floor plan. For this purpose, copies of the Floor Plans of said COMELEC Baguio Cottages are herein included as ANNEXES “A” to “E”.
- Delivery and installation of said furnishings/appliances/accessories to the COMELEC Cottages in Baguio City must be completed within three (3) from the issuance of the Notice to Proceed, or from May 5, 2011 up to May 7, 2011.
- Bidders must submit, together with the tender of their bid, a detailed interior design plan and installation lay-out relative to the furnishings/appliances/accessories subject of their bid vis-à-vis the floor plan of the respective Cottage/s. Bidders are presumed to have secured the services of an interior design consultant/s who shall prepare the appropriate interior design plan and installation lay-out relative to the furnishings/appliances/accessories subject of their bid vis-à-vis the floor plan. For this purpose, prospective bidders may conduct an ocular inspection of the COMELEC Baguio Cottages by first securing a written authority from the BAC Secretariat in writing, indicating the date and time of said ocular inspection, and specifying therein the name/s of the person/s who shall conduct the ocular inspection and submitting proofs of their identity/ties and relevant personal circumstances.
- Bidding will be conducted through an open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”.

- A complete set of Bidding Documents may be purchased by interested Bidders on April 8 to 14, 2011from the address above and upon payment of a non-refundable fee for the Bidding Documents in the amount of Php 15,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of COMELEC (www.comelec.gov.ph), provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.
- The COMELECwill hold a Pre-Bid Conference on April 15, 2011, 10 o’clock in the morning,at the COMELEC Session Hall, 8th Floor, Palacio del Gobernador, Intramuros, Manila,which shall be open only to all interested parties who have purchased the Bidding Documents.
- Bids must be submitted to the BAC Secretariat at the COMELEC Session Hall, on or before April 26, 2011 until 10:00 o’clock in the morning, COMELEC TIME. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Clause 18 of Instructions to Bidders (ITB). Late bids shall not be accepted. Likewise, all bids must be accompanied by photographs of the items subject to bid or a video/multi-media presentation showing three hundred sixty degrees (360 degrees) view for evaluation.
- Bid opening shall be on April 26, 2011, 10:00 A.M.,at the COMELEC Session Hall. Bids will be opened in the presence of the Bidders or their respective representatives.
- The COMELECreserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
