3. Meaning of “Peripherals” in item no. 1 (laptop)

Peripherals should be construed as “STANDARD PERIPHERALS” which includes the adapter, power cord and battery

4. Query on the submission of the software development kit (SDK) for the finger print scanner, the web camera, and the signature pad as part of the requirement

For purposes of submission of bids, the bidder shall be required to submit a written Certification of Undertaking that it shall provide to COMELEC the Software Development Kits (SDK) for the fingerprint scanner, the web camera, and the signature pad for VB.NET and/or C#.NET, as indicated in Section VII. Technical Specifications, if the corresponding contract(s) should be awarded to it. The actual SDKs shall be required as deliverables prior to formal acceptance.

This Certification shall form part of the Technical Documents.

5. How shall the bidding be made?

The bidding shall be on a PER-ITEM basis.

6. What VRS stands for?

VRS stands for Voter Registration System, a proprietary system developed for COMELEC for maintaining the local voter databases nationwide. The demo units to be submitted by the bidder for systems evaluation purposes shall be tested for compatibility with said system.

7. Compatibility with existing VRS

All four (4) items to be offered, that is, the laptop, the fingerprint scanner, the web camera, and the signature pad, should be compatible with the existing system (VRS).

8. Demo unit submission

The technical specifications of the demo unit shall comply with the minimum specifications as indicated in Section VII. Technical Specifications, and as clarified in this Bid Bulletin.

The installed anti-virus in the demo unit shall be the same anti-virus that is being offered and that shall be delivered to COMELEC by the winning bidder.

9. Pre-installed 3 years anti-virus software

The bidder shall submit a written Certification of Undertaking with its bid on the provision to COMELEC of a 3-year license for the anti-virus software for each laptop. Said license shall be considered as a contract deliverable prior to formal acceptance.

This Certification shall form part of the Technical Documents.

10. The “3-year return-to-base warranty” requirement

The 3-year warranty requirement applies to all four (4) items being procured.

The bidder shall submit a written Certification of Undertaking with its bid on the provision to COMELEC of a 3-year return-to-base warranty for each laptop, fingerprint scanner, web camera, and signature pad. Said warranty certificate(s) shall be considered as a contract deliverable(s) prior to formal acceptance.
