
Supply and Delivery of Regular Office Supplies (First Quarter CY2012)

In connection with the written queries from the prospective bidders relative the procurement of regular office supplies for the first quarter of CY 2012, the Bids and Awards Committee (BAC) hereby resolves to clarify the following:

Although Section 18.1 of the Revised Implementing Rules and Regulations of Republic Act No. 9184 provides for the forms of Bid Security, it is not restrictive as to limit the discretion of the procuring authority in choosing what form of Bid Security is to be submitted by the prospective bidders (Ref. Manual of Procedures for the Procurement of Goods and Services Volume 2). Inasmuch as the Bid Security is so required for the protection of the procuring entity, the latter may choose a form of security from among those enumerated which it deemed to be advantageous to its interest, i.e, easier to call, and at the same time, accessible to bidders. |

Yes, as the 2% Bid Security shall be based on the total bid of the prospective bidders, and not on a per lot basis if the bidder is bidding for two or more lots. (See Bid Bulletin No. 1) |

No. The bid should not exceed the unit cost of each item. The unit cost is reasonably based on the latest canvass, inclusive already of taxes and other considerations. |
All terms, conditions and instructions to bidders specified in the Bidding Documents consistent with this Bid Bulletin shall remain in full force and effect.
