The present COMELEC Advisory Council was created by virtue of Section 9 of RA 9369, amending RA 8436 (creating new Sections 8, 9, 10 and 11), with the following composition:

1. Chairman of the Commission on Information and Communications Technology (CICT), to act as Chairman of the Council;
2. one (1) member from the Department of Science and Technology (DOST);
3. one (1) member from the Department of Education (DepEd);
4. one (1) member representing the academe;
5. three (3) members representing ICT professional organizations;
6. two (2) members representing non-governmental electoral reform organization.
