COMELEC Issues Guidelines for Filing of COCs

The Commission on Elections (COMELEC) through Resolution No. 8678 has promulgated the Guidelines on the Filing of Candidacy and Nomination of Official Candidates of Registered Political Parties in connection with the May 10, 2010 National and Local Elections.

Starting November 20, 2009 up to midnight of November 30, 2009, the specified COMELEC offices will be receiving certificates of candidacy (COC). For those who are going to run for the position of President, Vice-President and Senator, they should file their COC with the COMELEC Law Department in Intramuros, Manila. For those who will run for Member of the House of Representatives for the legislative districts in the National Capital Region (NCR), they should file with the Office of Regional Election Director of NCR. The Office of the Provincial Election Supervisor (OPES) shall be receiving the COCs for Members of the House of Representatives of legislative districts in provinces and for Provincial officials. Meanwhile, COMELEC City Election Officers designated by the RED shall be receiving COCs for Members of the House of Representatives for legislative districts in cities outside NCR which comprise one or more legislative districts and COCs for city officials of cities with more than one election officer. COCs for local positions in cities/municipalities should be filed with the city/municipal election officer concerned.

Candidates should file their COC in the form prescribed by the Commission in five (5) legible copies personally or through his duly authorized representative with the specified COMELEC office. Certificates shall be sworn before a notary public or any official authorized to administer oath and must contain all the prescribed data.
