COMELEC deputizes DepEd, TELOFF, PPC, AFP, PNP for voting centers site survey

The Commission on Elections has deputized the Department of Education (DepEd), the Telecommunications Office (TELOFF), the Philippine Postal Corporation (PPC), the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) for the conduct of the voting centers site survey in connection with the transmission of election results for the May 10, 2010 National and Local Elections.
The COMELEC, having been authorized to use an automated election system for the process of voting, counting of votes, consolidation, canvassing and electronic transmittal of results; noted that “to ensure the effective and uninterrupted transmission of election results from the polling place to the canvassing centers for the May 10, 2010 National and Local Elections, there is a need to conduct voting centers site survey.”
Thus the COMELEC, in Resolution No. 8675, promulgated September 23, 2009; said they will be tapping the services of personnel from the Telecommunications Office and the Philippine Postal Corporation in different cities and municipalities for the conduct of the voting centers site survey.
The poll body also said that they will be also using the services of the AFP and the PNP to assist in the conduct of the survey by providing security and/or providing additional personnel.
Likewise, the COMELEC also deputized the DepEd to assist in facilitating the conduct of the survey in schools that will be used as voting centers in the May 2010 elections.
The COMELEC has requested the concurrence of President Gloria Arroyo for the deputation of the AFP and the PNP. Under Section 2, (4) C, Article IX, of the Constitution of the Republic of the Philippines, such deputation requires the concurrence of the President. ###
