KEY ELEMENTS OF AN ELECTION SYSTEM *
Included in the preliminary report of the Philippine inspection team to the US in October 1993 was a presentation which presented the key elements of an election system, together with the corresponding issues of each, and how the automation component of the modernization project fit in all these. This preliminary report became the backbone of future public demonstrations (1993 - 1997) conducted by the COMELEC as part of its information campaign for Operation MODEX.
The elements of an election system have been identified to include:
- people
This includes EVERYONE: the COMELEC and its deputies, the candidates, the voters, the watchers, the volunteers, the media, etc.
- data / information
This includes all election-related information: from election laws, COMELEC rules and regulations, election statistics, campaign materials, and the like.
- procedures / system
This refers to the laid out procedures and system of voting, counting and appreciation of ballots, and canvassing election returns.
We must be able to classify under which element identified election-related problems or issues fall.
