ISSUES ON THE KEY ELEMENTS^*

      Different election-related problems and issues always come up with regard to elections, and these can be classified accordingly:

1. people
   
   
   • vote buying
   • coercion
   • threats, intimidation, terrorism
   • undue influence
   
   
   
2. data / information
   
   
   • unequal exposure
   • regulation of election/campaign materials
   
   
   
3. procedures / system
   
   
   • errors in tallying of votes (deliberate or not)
   • errors in preparing Election Returns
   • manufacturing results in Election Returns
   • problems in appreciation of ballots
   • unreadable handwriting
   • increasing election cost

     
F Issues concerning the PROCEDURES/SYSTEM element can be addressed by the AUTOMATION component of the MODERNIZATION project.

      The issues concerning the first two elements can be addressed by other programs of the COMELEC, with the help of its deputies and the citizens' arms, the NGOs, and the vigilance of the Filipino electorate.
