PROCEDURES FOR REACTIVATION OF REGISTRATION RECORDS
IN CONNECTION WITH THE RESUMPTION OF CONTINUING REGISTRATION
FOR QUALIFIED OVERSEAS ABSENTEE VOTERS
FOR PURPOSES OF THE MAY 10, 2010 NATIONAL ELECTIONS AND
SUBSEQUENT NATIONAL ELECTIONS THEREAFTER

WHEREAS, the Commission promulgated on 20 May 2008 Resolution 8458 otherwise known as the General Instructions on the Resumption of Continuing Registration/Certification of Qualified Overseas Absentee Voters for purposes of the May 10, 2010 National Elections and Subsequent National Elections thereafter;

WHEREAS, it is essential to provide a procedure for the filling of application for reactivation and its disposition in order not to frustrate the people's right to register and to vote as an overseas absentee voter;

NOW, THEREFORE, the Commission on Elections RESOLVED, as it hereby RESOLVES, to prescribe the following procedures for reactivation of registration records and their disposition;

Section 1. Procedures for Reactivation of Registration Records. - Any overseas absentee voter whose registration record had been deactivated pursuant to Section 27 of COMELEC Resolution No. 8458 promulgated on May 20, 2008, may, not later than November 30, 2009, file with the COAV, the Post concerned or the Local Field Registration Center, a sworn application for reactivation of his/her registration record (OAVF No. 1G-Annex "A") stating that the grounds for the deactivation no longer exist.

The COAV, the Post or the Local Field Registration Center shall prepare a list of names of applicants who filed their applications for reactivation. In case the applications are filed before the Post or the Local Field Registration Center, said list shall be transmitted to the COAV together with the accomplished OAVF No. 1G. The COAV shall submit said lists and applications to the RERB for appropriate action.

For subsequent national elections, the application shall be filed in accordance with the schedule to be issued by the Commission on Elections.

Sec. 2. Effectivity. - This Resolution shall take effect on the seventh (7) day after its publication in two (2) daily newspaper of general circulation in the Philippines.

Sec. 3. Dissemination. - The Education and Information Department (EID) of the Commission shall cause the publication and widest dissemination of this Resolution and furnish copies hereof to the Department of Foreign Affairs, Philippine Overseas Employment Administration, Overseas Workers Welfare Administration, Manila International Airport Authority, Commission on Filipinos Overseas, Bureau of Immigration and Deportation and Maritime Industry Authority.

The EID, in accordance with the other concerned government agencies, is likewise directed to plan and implement a national information campaign and voter's education program to apprise prospective overseas absentee registrants on the pertinent provisions of the overseas absentee voting law more particularly on the procedural aspect of registration.
