WHEREAS, on 20 May 2008, the Commission promulgated COMELEC Resolution No. 8458 entitled "General Instructions for the Resumption of Continuing Registration/Certification of Qualified Overseas Absentee Voters for Purposes of the May 10, 2010 National Elections and Subsequent National Elections Thereafter".

WHEREAS, there is a need to amend Items 2.3 and 2.5 of Section 10 of COMELEC Resolution No. 8458 and add thereto additional procedures to ensure a clean, complete and updated list of overseas absentee voters.

NOW, THEREFORE, premises considered, the Commission on Elections RESOLVED as it hereby RESOLVES, to amend Items 2.3 and 2.5 of Section 10 of COMELEC Resolution No. 8458 and add thereto a new provision in Part II (Transfer of Registration Records) thereof, to wit:

Section 1. Items 2.3 and 2.5 of Section 10 are hereby amended to read as follows:

"Sec. 10. Registration/Certification Procedures. - xxx

"a. xxx"

b. The representative of the Commission shall:

"2.3 Applicants name is already included in the Post but his biometrics has not been captured. Issue OAVF No. 1 to applicant and on the appropriate space affix a new Application Form Number sticker, consisting of sixteen (16) digits. For this purpose, the form shall be stamped with the phrase "for data capturing only".

"2.5 Applicant's name is already included in another Post but without biometrics. Advise the applicant to accomplish OAVF No. 1B in accordance with Section 22 hereof then issue OAVF No. 1 to applicant and on the appropriate space affix a new Application Form Number sticker consisting of sixteen (16) digits. For this purpose, the form shall be stamped with the phrase "for data capturing only".

Sec. 2. A new section is hereby added in Part II of COMELEC Resolution No. 8458, to read as follows:

"Sec. 26.

xxx

Sec. 26 - A. Change of Address from one residence to another within the jurisdiction of the same Post and country. - Registered overseas absentee voters who transfer residence from one place to another within the same Post and country may, not later than 31 October 2009, request for a change of address at the Post concerned. The request shall be approved/disapproved by the COMELEC representative at said Post. Copy of the approval/ disapproval shall be furnished to COAV and OAVS within three (3) days from date of approval/ disapproval.

Sec. 3. Effectivity - This Resolution shall take effect on the seventh (7) day after its publication in two (2) daily newspaper of general circulation in the Philippines.

Sec. 4. Dissemination. - The Education and Information Department (EID) of the Commission shall cause the publication and widest dissemination of this Resolution and furnish copies hereof to the Department of Foreign Affairs, Philippine Overseas Employment Administration, Overseas Workers Welfare Administration, Manila International Airport Authority, Commission on Filipinos Overseas, Bureau of Immigration and Deportation and the Maritime Industry Authority.
