INTRODUCTION
R.A. 9189
"THE OVERSEAS ABSENTEE VOTING LAW"

      R.A 9189 was passed on 13 February 2003 giving life and meaning to Section 2, Article 5 of the 1987 Philippine Constitution. Its primary aim is to provide a system of honest and orderly overseas absentee voting and to ensure an equal opportunity to all qualified citizens of the Philippines abroad to exercise their fundamental right to suffrage.

      COMELEC Resolution No. 6117 otherwise known as the Implementing Rules and Regulations of R.A. 9189 was promulgated on 14 May 2003. Thereafter, series of trainings of the Overseas Absentee Voting Personnel and Volunteers were conducted by the Commission on Elections (COMELEC) headed by the Chairman of the Committee on Overseas Absentee Voting (COAV), Commissioner Florentino A. Tuason, Jr. in cooperation and in legal partnership with the Overseas Absentee Voting Secretariat (OAVS) created within the Department of Foreign Affairs (DFA) headed by Undersecretary Rafael E. Seguis.
