DEPUTIZED BODIES AUTHORIZED TO CONDUCT
THE VOTING, COUNTING AND CANVASSING

      In the conduct and implementation of the Overseas Absentee Voting Law, there were a total of two thousand seven hundred ninety five (2,795) election members appointed by the Commission broken down as follows:

      The Special Ballots Reception and Custody Group (SBRCG) members took custody of the election forms and paraphernalia while the Special Board of Election Inspectors (SBEI) members conducted the voting and counting at the Posts. On the other hand, Special Board of Canvassers (SBOC) members were responsible in the canvassing of votes at the Posts.

      Members of these electoral bodies are all Filipinos residing at their respective Posts as required by RA 9189. The Foreign Service Corps accounted for thirty seven per cent (37%) of the membership while fifty four per cent (54%) came from the Filipino Community. The other nine per cent (9%) were from the government agencies maintaining offices abroad such as the Department of Labor and Employment (DOLE).

A. SPECIAL BOARD OF ELECTION INSPECTORS:

      The Special Board of Election Inspectors (SBEIs) is the deputized body of the COMELEC tasked to conduct the voting and counting of votes. For purposes of the 10 May 2004 National and Local Elections, one (1) SBEI for voting was constituted for every four thousand (4,000) voters while one (1) SBEI for counting was constituted for counting for every five hundred (500) voters.

      The Posts were able to constitute one hundred fifty three (153) (SBEIs) for Voting.

      Additional SBEIs for voting were also deputized and authorized by the Commission to be activated on account of probable heavy turn out of voters on particular days during the voting period particularly in the Philippine Consulate General in Hong Kong and in the Philippine Embassy in Singapore during Saturdays and Sundays and in some Posts the Middle East during Thursdays and Fridays. These sixteen (16) Posts included in the following:

      For counting of votes, four hundred forty (440) SBEIs were constituted. This figure includes the original one hundred fifty three (153) already constituted for voting.

B. SPECIAL BALLOT RECEPTION AND CUSTODY GROUPS

      The Special Ballot Reception and Custody Group on the other hand is the deputized body of the Commission tasked to receive and take all accountable and non-accountable election forms, supplies and paraphernalia

      In the recently concluded 10 May 2004 National and Local Elections, ninety two (92) SBRCGs were constituted . Each SBRCG was responsible for at least twenty thousand (20,000) voters at the Posts.

C. SPECIAL BOARD OF CANVASSERS

      The Special Board of Canvassers (SBOCs) was the deputized body by the COMELEC authorized to canvass the Overseas Absentee Voting Election Returns (OAVF No. 9) and to prepare the Overseas Absentee Voting Certificate of Canvass in each embassy, consulate or other foreign service establishments abroad.

      There were sixty two (62) Special Board of Canvassers (SBOCs) constituted, headed by a lawyer as Chairman and as required by the law. In Posts where there are no lawyers, the Commission sent lawyers from the Philippines comprising around one third (1/3) of all Posts or a total of twenty eight (28) lawyers.

      The members of the Special Board of Canvassers (SBOCs) prepared seventy two (72) Certificate of Canvasses (COCs) as twelve (12) of these are under the consular jurisdiction of another Post. ( Please see highlighted Posts below). Except in the case of Ireland which is under the consular jurisdiction of the Philippine Embassy in London, United Kingdom, the other eleven (11) Posts have a registered voter of only one (1).

      In case of the Philippine Embassy in Pretoria, South Africa which has consular jurisdiction over Botswana and Mozambique, the Commission denied the request for the conduct of field voting because of cost constraints. Hence, the zero votes in the said countries.

D. SUPERVISORY TEAM

      A few days prior to the commencement of voting for land-based overseas absentee voters, the Commission sent four (4) supervisory teams to supervise and ensure the implementation of voting at the Posts. The members of these teams were:
