VOTING


A. Voting Places/Periods:

     Voting abroad was held in eighty one (81) Philippine embassies and consulates, three (3) MECO offices in Taiwan, three (3) satellite voting centers and eighteen (18) field voting precincts.

     Satellite voting centers refer to the voting centers which are the extension of the Philippine embassies/consulates and authorized by the Commission to conduct voting for a limited number of days during the voting period. Those allowed to conduct field voting are the following Posts:

     For Posts with registered seafarers, voting was a sixty (60) day period commencing on 12 March 2004 while Posts which had land-based voters commenced voting on 11 April 2004. The last day of voting was on 10 May 2004 at 3 p.m. , Philippine time as mandated under OAV Law.

     Of the total number of registered voters of three hundred fifty nine thousand two hundred ninety seven (359,297), the land based voters comprised three hundred fifty six thousand nine hundred ninety five (356,995) while the sea-based comprised two thousand three hundred two (2,302).


B. Manner of Voting:

     The OAV Law provides for two (2) manners by which the overseas absentee voter may vote. One is PERSONAL VOTING where the registered voter has to present himself before the SBEI for voting at the Post where he is a registered voter in order to cast his vote. The other is VOTING BY MAIL where the registered voter will receive an envelope containing the ballot which he has to accomplish and send the same through the mail addressed to the Post where he is a registered voter.

     Voting by mail, which is readily the exception to the general rule of personal voting, was adopted in Japan, Canada and United Kingdom (including Ireland) owing to the efficiency of the mailing system in these countries.

     Of the total number of overseas registrants, only four per cent (4%) was covered by voting by mail, to wit:

     On the other hand, personal voting was conducted in seventy (70) countries covering two hundred forty five thousand six hundred twenty seven (245,627) overseas absentee voters.

C. Suspension of Voting.

     Although voting was for a continuous period at the Posts except on Maundy Thursday and Good Friday, the Commission allowed suspension of voting where it was established that the said day is a national holiday observed in the Posts. The suspension of voting is based on the policy of the Commission to defer to existing laws and traditions of the host countries. Below is the list of national holidays in different countries where suspension of voting was allowed.
