R.A. 9225 "CITIZENSHIP RETENTION AND REACQUISITION ACT OF 2003"


A. Requirements for Registration:
    • Personally appear before the representative of the Commission;

    • Present his duly authenticated birth certificate or any other substitute document;

    • Request for administration of oath of allegiance;

    • Taking of the oath of allegiance before any administering officer;

    • Presentation of any of the following:

      • Cancelled/expired Philippine Passport

      • Foreign issued passport

      • Naturalization certificate

      • Signed and sworn election of Philippine citizenship.

B. Breakdown of Registrants per Posts

Note: All dual citizens whose Application for Registration were approved were not allowed to vote this 10 May 2004 National and Local Elections due to non-compliance with the one-year residency requirement under the Constitution. However, they remain as registered voters and may qualify to vote in future national elections after satisfying the said requirement. Said position of the Commission is now the subject matter of a petition filed by Ms. Loida Nicolas-Lewis before the Supreme Court in Loida Nicolas-Lewis,et.al., vs. COMELEC ( G.R. No. 162759), which has remained unresolved to date.
