WHEREAS, paragraph A of Section 19 of Comelec Resolution No. 7447 provides:

     Section 19. Procedure for Transfer of Registration Records - OAVF No. 1B shall be accompanied by a photocopy of the requesting party's passport and filed personally or by mail, as follows:

      A. For transfer from one Post to another -

      Who may file - Any registered overseas absentee voter who transfers residence from one Post to another.

      Where to file - At the Post having consular jurisdiction over his new residence or before the COAV.

      When to file - Not later than 31 August 2006.

      The Post shall prepare a list of names of applicants who filed applications for transfer. Said list and the corresponding accomplished OAVF No. 1B shall be transmitted to the COAV simultaneously with the accomplished OAVF No. 1 and finalized CD's in the manner provided in Section 9.b.4.i.

      WHEREAS, in the recently held Training of the DFA Personnel on the General Instructions for the System of Continuing Registration and Updated DCM Software, the Posts suggested that the Letter-Request for Transfer of Registration Record may also be filed before the Post having consular jurisdiction over the applicant's old residence and not strictly to the Post that has consular jurisdiction over the applicant's new residence abroad;

      WHEREAS, this suggestion was considered in view of the fact that some overseas Filipinos, including the DFA personnel themselves, would be very well aware of their next or future residence abroad even if they are still living at their old residence;

      WHEREAS, by providing registered overseas absentee voters of the Letter-Request upon request, this new additional provision of Resolution 7447 would ensure that the Posts will be able to immediately address their concerns so as not to let them leave the Posts empty handed.

      NOW, THEREFORE, premises considered, the Commission RESOLVED, as it hereby RESOLVES to AMEND paragraph A, Section 19 of COMELEC Resolution No. 7447, to read as follows:

     Section 19. Procedure for Transfer of Registration Records - OAVF No. 1B shall be accompanied by a photocopy of the requesting party's passport and filed personally or by mail, as follows:

     Let the Education and Information Department (EID) in coordination with the Chairman of the Committee on Absentee Voting implement this resolution. Upon promulgation thereof, the Information Technology Department (ITD) is likewise ordered to upload the supplemental resolution at the COMELEC website.
