WHEREAS, the Commission promulgated Resolution No. 6325 on 22 December 2003 which defined the Calendar of Activities in Connection with the Implementation of the Overseas Absentee Voting Act of 2003;

      WHEREAS, part of said Resolution provides:

      WHEREAS, in Resolution 6177 promulgated on 26 May 2003, the Commission resolved to apply the provisions of Section 29 of Republic Act No. 6646 and Section 28 of Republic Act No. 8436 in the implementation of Republic Act No. 9189 and to incorporate the same in Resolution 6117;

      WHEREAS, the pertinent provision of the cited laws refer to the flexibility in the timelines to be observed by the Commission, to wit:

"If it shall no longer be reasonably possible to observe the periods and dates prescribed by law for certain pre-election acts, the Commission shall fix other periods and dates in order to ensure accomplishment of the activities so voters shall not be deprived of their suffrage."

      WHEREAS, the Commission recognizes the need for additional time within which to prepare the National Registry of Overseas Absentee Voters considering further that additional Election Registration Board (ERB) hearings were held on November 3, 12 and 24 to accomodate and to process the applications of overseas absentee voters.

      NOW THEREFORE, the Commission, pursuant to the authority vested in it by the Constitution, Republic Act No. 9189, and other election laws, RESOLVED as it hereby RESOLVES, to amend part of Resolution 6325 to read:

      This Resolution shall take effect seven (7) days after its publication in two (2) newspapers of general circulation in the Philippines.

      The Education and Information Department, in coordination with the Committee on Overseas Absentee voting, shall cause the publication of this Resolution and shall furnish copies thereof to the Department of Foreign Affairs for ditribution to the different embassies, consulates and other foreign service establishments abroad.
