This pertains to the Memorandum dated 05 January 2004 of Commissioner Florentino A. Tuason, Jr., Chairman, Committee on Overseas Absentee Voting, relative to the National Registry of Overseas Absentee Voting Certified Voter's List (OAVCVL) and the request for authority to sign the certification therein for each Post.

      The Memorandum of Commissioner Tuason reads:

      "Please be informed that the Committee has already generated the National Registry of Overseas Absentee Voters and the Overseas Absentee Voting Certified Voter's List (OAVCVL) using the MIS system considering the inability of SAGEM to configure its system on time to meet the Committee's requirements.

      In the process, all duly approved Overseas Absentee Voting applications of dual citizens pursuant to R.A. 9225 and transfer of OAV registration records in the Philippines which are included in the National Registry of Overseas Absentee Voters have been removed from the OAVCVL.

      Pursuant to Sec. 13 of R.A. 9189 in relation to Article 27 of COMELEC Resolution No. 6117 promulgated on 14 May 2004, the Committee respectfully submits for approval, the partial list of (OAVCVL) as embodied in the list hereto attached as Annex 'A'.

      Moreover, in order to transfer as many OAV applicants as possible who filed their applications during the conduct of registration last August 1- September 31, 2003, the Committee is still accepting from ERB's approved application forms even after the deadline for submission, hence, the OAVCVL is still subject to addendum.

      Lastly, the Undersigned, as Chairman of the Commission respectfully requests authority to sign the certification in the OAVCVL for each Post.

      For the Commission en banc's consideration."

      Considering the foregoing, the Commission RESOLVED, as it hereby RESOLVES:

1. to approve the partial list of the overseas absentee voters based on the certified list of voters hereto attached as Annex "A", subject to addendum as soon as the Commission receives the approved application forms from the ERBs;
   
   
2. to authorize the Chairman of the Overseas Absentee Voting Committee to sign the certification in the Overseas Absentee Voting Certified Voter's List (OAVCVL) for each post.

      Let the Chairman, Committee on Overseas Absentee Voting and the Election Records and Statistics Department implement this resolution.
