DEAR CO-WORKERS:

      It is now just ten (10) days before the 14 May 2007 Election Day (ED). As you all know, this election is very crucial to our country’s democratic processes and institutions. On this electoral process hinges the firm shoring up of the political stability and socio-economic development and progress of our country. With all indications, of escalating election-related violence and usual operations of partisan election operators/orchestrators from different sectors and/or political groups, I earnestly ask you all to be more firm in your resolve to ensure the conduct of honest, orderly, free, peaceful and credible elections, that shall be accepted by the sovereign Filipino people without any reservation. This we not only owe to the sovereign people but to our basic legal and constitutional mandate and our commitment to God, when we took our oath of office.

      Let us be objective and firm in our decisions. As election officials, utmost impartiality in our actions have to be observed. And we have to observe the rule of law to enhance a true democratic society and bureaucratic governance. For we spouse a government of laws and not of men.

      On clean and honest elections anchor the integrity and credibility of a democratic nation. It assures that the chosen public leaders are the ones governing the people. Most of our electorate though poor may mostly, be inherently intellectuals, but may not also be all highly learned. Nevertheless and perforce, after their ballots are cast their true choice should be respected and held sacred. To be tolerant of electoral frauds and complacent in conducting a high level honest elections, would spawn protests, social unrest and political instability, economic slowdowns and possible civil disobedience. Resultant thereof, would be the people’s apathy and disrespect to the instituted elective officials, whether in the executive or legislative branches of government, and their appointive officials in the judiciary, commissions, agencies, and even in government owned or controlled corporations. And that would erode our democratic institutions.

      Indeed, now confronting us, is the critical crossroad towards political maturity and stability and an accelerated socio-economic progress. Hence, please let us concertedly work for the attainment of a strong democratic society, in building a Filipino nation founded on justice and love of fellowmen, in service to humanity and the Divine Creator.

      Let us effectively, efficiently and impartially perform our basic duties and responsibilities not only because it is so mandated by law, but more so because you are performing such work as good fathers and mothers of a family, whose prudence for, and devotion to his/her family is the long-sought bond of love and unity, in pursuit of a symbiotic life of peace and happiness throughout the nation that is so dreamed of throughout the world and mankind.
