Statement of COMELEC Commissioner Augusto C. Lagman

During the interview this morning at Headstart, Karen Davila asked me whether the case was rushed and I answered yes but it was not railroaded.

In hindsight, considering the lengthy, extensive and exhaustive discussions and deliberation the COMELEC conducted to come to a decision on the case filed against Congresswoman Gloria Macapagal Arroyo, the word “rushed” was inappropriate and a wrong choice of word.

The correct word I should have used was “prioritized”. 

The COMELEC prioritized the handling of this case because of its national importance and significance, considering that the former president Mrs. Arroyo insisted on leaving the country despite questions on the true reasons for her departure and doubts expressed as to whether she will return or not. 

The process actually began in August 2011 and the Arroyos were well aware of the entire proceedings, including the reasons why the Fact Finding team recommended the preliminary investigation of Mrs. Arroyo and others for electoral sabotage.

At the preliminary investigation, while some filed their counter-affidavits, Mrs. Arroyo chose not to do so leaving the charges against her uncontroverted. Thus, the finding of probable cause by the Commission and the eventual filing of the case in court. It is now up to the courts to determine the innocence or guilt of Mrs. Arroyo. ###
