This pertains to Memorandum No. 2003-10-P16 dated October 17, 2003 from Commissioner Mehol K. Sadain, Commissioner-in-Charge, ARMM provinces of Lanao del Sur and Maguindanao, addressed to the Commission En Banc which provides, to wit:

"Submitted for En Banc consideration are the various letters and docketed petitions filed by interested parties from Lanao del Sur for the extension of the registration.

"The five (5) petitions coming from three (3) municipalities are as follows:

	1.	Sultan Gumander	- EM 03-012
	2.	Masiu	- SPP 03-064
	3.	Masiu	- SPP 03-065
	4.	Buadipuso-Buntong	- SPP 03-067
	5.	Buadipuso-Buntong	- SPP 03-078

"On the other hand, the various letter-petitions are listed complaint, the barangays involved and the number of old and new registrants. (Please see attachment)

"In view of the foregoing, undersigned Commissioner adopted certain parameters in considering the said petitions, foremost of which is the percentage of unregistered voters reckoned from the number of the registration applicants in July this year against the number of voters in the annulled lists. This percentage will give us an idea of the number of possible disenfranchised voters to justify the extension of the registration.

"If we are to presuppose that the padding in the old voters' list in Lanao del Sur go as high as thirty percent (30%) at the minimum, of the total number of the old voters, then it will be safe to assume that forty percent (40%) or more unregistered statistics would really mean that there was under registration in double digit in these municipalities.

"Under these parameters, , only five requesting municipalities would qualify:

"In view of the heated political situation in the Province, it is further recommended to make an exception to the rule of registration in the provincial office of the Election Officer, by instituting satellite offices of the EOs of the said municipalities in Marawi City, so that the registration can be held in said City.

"The Acting PES of Lanao del Sur is directed to identify Personnel to be deployed for the registration."

"With this recommendation, the docketed petition of Masiu will be dismissed and the other letter-petitions denied."

"For the Commission En Banc's approval."

WHEREFORE, premises considered, the Commission En Banc, after due deliberation, RESOLVED, as it hereby RESOLVES, to adopt the recommendation of the Commissioner-in-Charge and hereby authorizes the extension of registration in the Municipalities of Buadiposo-Buntong, Binidayan, Calanogas, Marogong and Sultan Gumander, all in the Province of Lanao del Sur, to be conducted on November 3 to 5, 2003 from 7:00 AM to 5:00 PM, in accordance with the guidelines set by the Commissioner-in-Charge in the foregoing Memorandum and such other guidelines as may be set by the Commission.

Let the Office of Commissioner Mehol K. Sadain in coordination with the Deputy Executive Director for Operations (DEDO) implement this resolution with dispatch.
