WHEREAS, Comelec Resolution No. 7686 promulgated on 17 July 2006 provides on Section thereof that:

Section 4. This Resolution shall take effect on the seventh (7th) day after its publication in a newspaper of general circulation in the Philippines.
WHEREAS, the said Resolution was published at the Philippine Daily Inquirer on 19 July 2006 (copy of which is herein attached and made an integral part hereof);
WHEREAS, the first paragraph of section 30 of R.A. 6646 (An Act Introducing Additional Reforms in the Electoral System and For Other Purpose of 1987) provides:
Section 30. Effectivity of Regulations and Order of the Commission. The rules and regulations promulgated by the Commission shall take effect on the seventh day after their publication in the Official Gazette or in at least two (2) daily newspaper of general circulation in the Philippines . (underscoring provided).

WHEREAS, for Comelec Resolution 7686 to have force and effect, there is a need to amend the same in accordance with the requirement of R.A. 6646 and therefore, there is a necessity to publish it in another newspaper of general circulation in the Philippines.
NOW, THEREFORE, pursuant to the powers vested in it by the Constitution, the Omnibus Election Code, Republic Act No. 9189 and other related election laws, the Commission RESOLVED, as it hereby RESOLVES to amend Section 4 of Comelec Resolution No. 7686 to read:
Section 4. This Resolution shall take effect on the seventh (7 th) day after its publication in two (2) daily newspapers of general circulation in the Philippines.
Let the Education and Information Department (EID) of the Commission cause the implementation of this Resolution and the second publication of Comelec Resolution No. 7686 in a daily newspaper of general circulation in the Philippines .
Thereafter, the EID should furnish copies hereof to the Department of Foreign Affairs (DFA), Department of Labor and Employment (DOLE), Department of Transportation and Communications (DOTC), Philippine Postal Corporation (Philpost), Philippines Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA), Commission on Filipinos Overseas (CFO), the Maritime Industry Authorities (MARINA), Philippine National Police (PNP) and other concerned government agencies.
