This pertains to the  proposed Service Agreement    between    the Commission  on  Elections  and Confiance,  Inc., for the  conduct  of  the  so-called “ComELECTxt”  Campaign (the  “Campaign”),  suggested  to form  part  of  the information dissemination activities of the Commission.

The  general  description  of  the  Campaign,  as  per  Annex  “A”  of  the proposed Service Agreement, is as follows:

“ComELECTxt Campaign shall be undertaken by disseminating relevant election  related  information  to  the  Filipino  people  using  a  SMS  based platform which is accessible using a unified number (2898).

The aim of this campaign is to equip the electorate with the information

to vote properly during the 2007 national elections.  Various services like precinct  validation,  etc.  shall  be  developed  by  the  joint  Confiance  and COMELEC Public Relations and Information Technology team.

Attached  herewith  and  forming  integral  part  hereof  is  a  copy  of  the proposed Service Agreement consisting of nine (9) pages, including its annexes. 

NOW  THEREFORE,  the  Commission  HAS  RESOLVED,  as  it  hereby RESOLVES,   to APPROVE   the   proposed   Service  Agreement   between   the Commission  on  Elections and Confiance,  Inc.     For  this  purpose,  Chairman Benjamin S. Abalos is hereby authorized to sign the same for and in behalf of the Commission.

Let copies of this Resolution be furnished the Education and Information Department and the Information Technology Department.
